Inter Access hybrid mid-office at the basis of the public service provision
Hilversum, 17 September 2008 – From 1 January 2009 the municipality of Rotterdam will be able to digitally process applications for environmental permits within the framework of the Environmental Law (General Provisions) Act (WABO). This puts the municipality a year ahead of the requirements imposed by this Act. The WABO bundles 25 regulations in the area of construction, environment, nature and monuments in a single new permit. The key aspect is that citizens and companies can apply for the permit digitally and that municipalities can process the applications electronically.
Rotterdam is currently in a leading position thanks to the implementation of the Inter Access hybrid mid-office concept called Zakenmagazijn (Business Store). The Zakenmagazijn is accessible to citizens via the front office or via a Personal Internet Page. Here they will find an overview of all current and completed cases. Major advantage is that the Zakenmagazijn is accessible 24 hours a day, seven days a week. This improves the continuity of the service to citizens and companies considerably. Through the Zakenmagazijn staff members are also able to get an insight into the workload, view relevant documents and process the applications simply and efficiently.
The Inter Access solution fully complies with the Municipal Functional ‘Business’ Design (GFO Zaken) and with the Dutch Government Reference Architecture (NORA) stipulated by the EGEM and ICTU interest groups. This design describes the way in which municipalities must document, monitor and store a case file, for instance an application for a building permit or a permit under the Nuisance Act. The solution seamlessly fits in with every municipal mid-office and can be linked directly to all common document management and workflow systems, including BCT, Circle, Alfresco, COSA and Filenet. The concept combines Inter Access eGovernment building blocks with custom application development based on the Oracle SOA Suite. By using open standards, the Zakenmagazijn can also be incorporated in a Service-Oriented Architecture (SOA) without any problems.
The Inter Access concept is the response to the demand of the larger municipalities for a municipality-specific customised solution for dealing with organisational complexity. Municipalities also want to have the option to re-use developments from other municipalities.
