To increase digital service provision to citizens and businesses, the Municipality of Alkmaar has called on the assistance of Inter Access. As main contractor and responsible for the result, we have developed a digital counter that is connected to the back-office at Centric. This extensive project was successfully concluded at the beginning of March 2006. The objectives were met within the set project time. This was also a condition for granting of the subsidy.
The main objective of the Municipality of Alkmaar was clear: to develop a digital counter for E-service provision able to deal with three transactions, these being:
To do this, the municipality looked for an IT partner able to completely undertake such a development process. This should cover the organisational supervision, process definition and implementation of products, through to the technical installation and connection with PIV4All based on the Centric standard. After a thorough selection process the eventual choice was Inter Access.
In development of the solution, Inter Access employed various products. The basis is version 3.1 of WEB+, the 100% browser-based application from Inter Access. In addition, the Oracle 10g Application Server and BPEL Process Manager are used for the exchange of information and the setting-up of business processes respectively. WEB+ Midoffice and Oracle BPEL process flows (SOA) are provided through an ASP infrastructure. The connection to Centric PIV4All and BWT4All is based on Open Standards. DigiD and Ogone IK are also integrated into the solution. Loading scripts are also run for standardised ETL to Operational DataStore (ODS).

As from 1 March 2006, register [GBA] excerpts, planning applications and property tax objections can be submitted, requested and handled digitally. Furthermore, Alkmaar is connected to the Centric system by means of a central ASP solution via a VPN tunnel (a part of the public Internet that is owned by the company).
