Arnhem is the first municipality to be running 'live' on WEB+ Midoffice and Oracle BPEL process flows.
To improve the internal and external provision of information, the municipality of Arnhem has had an extensive project undertaken by Inter Access. With the introduction of Inter Access's WEB+ application, the foundation was laid for a Service Oriented Architecture within the municipality. The digital counter developed with WEB+ is closely integrated with the existing infrastructure and provides maximum flexibility of information routing.
The objective of the Municipality of Arnhem was to establish a platform for more efficient public service provision. That demanded an integrated front-office and mid-office system to support the primary information provision to the management, staff and customers (general public and business). With that objective the choice was made to develop a digital counter and a portal for employees. It was also intended to employ a workflow management tool for adequate routing and connection with back-office applications.
The municipality looked for an IT partner that provided complete support in the form of organisational supervision, project management, testing, process definition, product implementation, technical installation and connections to existing systems. In this, Inter Access came out on top. In particular they sought to enter into a commitment on results, had a clear vision on public service delivery and provided standardised products.
For this project, Inter Access formed a team comprising a project manager, a functional consultant and a technical consultant. In addition, a WEB+ development team of 5 FTE was employed for the functional design and expansion of the existing WEB+ framework. These teams have developed a digital counter for six transactions (Register [GBA] Excerpt, BG Moving, Property Tax, Improper Use of Public Land, Registration or Deregistration of a Dog and Objection against Municipal Taxation). This counter connects to the mid-office for further handling processes.
The project has been introduced from change management and extended process design (among other things, supported by the BMC Group). As well as H2H process modelling, much attention was paid to application integration (A2A workflow). For this the architecture is based on Oracle BPEL. This SOA architecture is extended with basic registrations, UDDI services management and further web services.
Arnhem is the first municipality to be running 'live' on WEB+ Midoffice and Oracle BPEL process flows. The WEB+ front-office and mid-office are locally installed and integrated with the Oracle 10g Application Server. For connection to the Centric PIV4All, open standards and Engage! technology are used. Furthermore, a connection is made with the workflow management and document management system from COSA. DigiD and BNG are also integrated into the solutions on the basis of Ogone live. Furthermore, we have added GIS and LDAP v3 connections. In short, the desired functionality is complete. The municipality of Arnhem has therefore expressed its satisfaction.
The Municipality of Arnhem has chosen service provision from Inter Access because of its vision on public service delivery and the knowledge and experience that it has established in this sector. In addition, Inter Access provides the guarantee for continuous and structured further development of its WEB+ application.
