Ministry of Justice, Judicial Institutions Department (DJI) 

Within the Ministry of Justice, the largest department is that of the Judicial Institutions Department (DJI). With more than 85 establishments in the country and around 18,000 employees in total, DJI is one of the largest organisations in the Netherlands.

Objective

80,000 people are held annually, either short or long term, in a prison, young offenders' institution, deportation/ detention centre or a custodial hospital of the Judicial Institutions Department (DJI). To maintain these people’s medical files complete, up-to-date and unambiguous, DJI wishes to introduce a medical information system.

Solution

At the end of 2006, Inter Access, working together with various units, has helped realise a difficult milestone within the DJI of the Ministry of Justice: the provision of a project by which 63 medical departments are provided with qualitatively high level, reliable, standardised and automated data recording and exchange. Inter Access has provided the project management, implementation supervision, technical advice and a little .NET bespoke application.

DJI consists of four sectors: Prisons (GW), Special Provisions Directorate (DBV), Youth (JJI) and Custodial Hospitals (TBS). A little over 2 years ago, the MicroHIS project was started within Prisons (GW). The DBV sector quickly linked up with this initiative. Together with 63 medical services and 500 users, distributed across the country. From the technical viewpoint it involves a centrally hosted and maintained system, in which access is controlled through a Citrix solution. However, the greatest challenges are at the organisational level. That is to say, the setting-up of the functional and technical management organisations, conclusion of SLAs with suppliers, training of employees, definition and implementation of new procedures and methods, emergency plan scenarios, and others.

Finally, implementation in the JJI and TBS sectors was completed. In this, 88 medical services are automated and 600-700 employees use digital storage and exchange of medical file information (EPD).
