The External Resource Management (ERM) department of Inter Access was founded over 5 years ago in order to optimally manage the hiring of freelancers, executive controlling shareholders and other self-employed personnel. In doing so, we offer a variety of additional services.
When a hiring party has several suppliers, Payrolling by Inter Access ERM can be an option to streamline the diversity of invoices and contracts within the organisation. This way, one party handles all hiring contracts. This creates a single point of contact, simplifies the stream of invoices, provides insight into risks and enables better management of the entire process surrounding the hire of external resources, including the coverage of matters such as the law on Chain accountability, Declarations of Employment status, mandatory employment and all related problems.
At ERM we maintain durable contacts with our freelance professionals. So we know all about their level of knowledge, qualities, experience and availability. Furthermore, we always have a pre-intake meeting with the selected candidate, during which we discuss the company profile, the culture and other specific circumstances. We have developed our own procedure for these meetings.
The legislation regarding recipient’s liability makes every link in the chain accountable for all subsequent links. This means that when a subcontractor does not pay social securities and / or taxes – such as income tax, social security contributions and employee insurance contributions – the next link is held responsible for this and pays a fine on top of that too. When you, as hiring party, initially pay 100%, this rate can increase to almost 140% excluding the fine if the previous link has not paid its taxes. Inter Access can eliminate this risk for you and take care of the complete administration, for example, by requesting accountants’ statements regarding full and timely payment of contributions and taxes. Or we can arrange payments via a G-account, for example. In order to open such an account, four parties are required: the contractor, his bank, the UWV (executive institute for employee insurances) and the Belastingdienst (equivalent of IRS).
Contractors can demonstrate, together with the Belastingdienst (IRS) that they are self-employed and not employed by the hiring party using the Declaration of Employment status (VAR). The VAR statement is verified by ERM. And because a VAR statement has a limited validity, ERM also guards the expiry date. As a result, you avoid surprises.
In the light of the new Flexwet (legislation on flexible employment), there is a risk that the hiring party is obliged to enter into an employment contract of unlimited duration after an x amount of subsequent temporary employment contracts. By strict monitoring of the contracts and verification with the conditions of the Flexwet, we provide insight into the risks and in consultation with you, take measures to manage those risks.
When the purchasing demands of one party are in conflict with the sales demands of the other, Inter Access can act as an independent mediator, whereby we evaluate and check contracts based on current legislation. Using this service, you can settle possible conflicts more efficiently.
